The Metropolitan Police Service has imposed pre-event conditions upon a demonstration planned by Extinction Rebellion on Sunday, 8 December.
Pre-event conditions have been imposed under Section 14 of the Public Order Act 1986 on the demonstration as follows:
1. Any assembly by organisers, adherents, associates or supporters of Extinction Rebellion (XR) or associated causes (including campaigning against a third runway at Heathrow) on the 8 December 2019 in the Heathrow area (bordered by, and including, the M4, M25, A30, London Road, Staines Road, A3063 and Heston Road) may only take place on the South footway of the A4 (Bath Road) in the area elevated above the A380 Tunnel Road East, the A380 Tunnel Road West and the area between these points (see attached map).
2. Any assembly is to be completed / finished by 15:30hrs on 8 December 2019.
Should you fail to comply with the conditions you run a risk of being arrested and prosecuted.
Commander Dave Musker, Gold commander for the policing operation, said: "The demonstration planned on Sunday, 8 December has the potential to cause serious disruption to London’s communities by critically impacting upon the functioning of Heathrow Airport. This is an exceptionally busy time for Heathrow in the run up to Christmas and the travel plans of many, many people may have been disrupted.
“The police must balance the rights of Londoners and those visiting the capital to go about their daily lives without serious disruption with the right to peaceful protest.
"After careful consideration I have made an operational decision to request the authority from my Assistant Commissioner to implement conditions on this demonstration based on the information available to me.
"If you wish to take part in this planned activity on Sunday, I ask that you do so lawfully and within the restrictions set out above. Anyone breaching these conditions will be liable to arrest and prosecution. I have directed that we will be proactive in robustly enforcing these proportionate and necessary conditions.”
