Public order conditions amended ahead of events this weekend

Due to a change in information, the Met has reviewed and amended public order conditions imposed on a Palestine Solidarity Campaign (PSC) march taking place this Saturday.

Conditions had been imposed on the march’s form up point and start time to minimise disruption and balance the impact against other pre-planned events across central London.

However, late last night officers were informed that another event which was scheduled to take place on the intended route for the PSC march has now been cancelled.

A continuous risk assessment takes place in the run up to any planned march or demonstration. As part of that assessment any new information which may impact existing plans is reviewed.

Based on the information officers received last night, a decision to amend the existing conditions imposed on Saturday’s march has been made. Full details of the new conditions are below.

Deputy Assistant Commissioner Ade Adelekan said: “The risk-assessment process in relation to planned events is dynamic and takes into account the constantly changing picture across London.

“Conditions were imposed to mitigate concerns from communities, including in relation to a specific event which would have clashed with the intended route of the march.

“The last-minute decision to cancel one of the other pre-planned events means we have reviewed the conditions imposed on the PSC march - this in line with our legal obligation to balance the lawful right to protest and the risk of serious disruption to the wider community.”

Conditions 

On Saturday 7, September 2024, the Palestine Solidarity Campaign are undertaking a procession starting in Regent Street St James and finishing in Kensington Road, where a rally with speeches will take place.

The Public Order Act gives police the power to impose conditions on a procession or assembly of two or more people who are deemed to have a common purpose. 

The following conditions have been relating to the PSC event have been amended: 

Conditions on the pre-procession ‘form-up’ assembly:

• The Palestine Solidarity Campaign assembly in preparation for the organised procession must be held within the shaded area of the attached map [map A] (Regent Street St James) and assembly participants must remain within that area.
• The assembly must not commence until 12.00 hours and participants must not attend the prescribed assembly area (the shaded area of the attached map [map A]) before that time.
• Assembly participants must remain within the shaded area of the attached map [map A] until such time that the procession commences, which must not be before 13.30 hours, in accordance with the ‘Procession’ conditions imposed.

Conditions on the procession:

• The Palestine Solidarity Campaign procession must not commence before 13:30 hours.
• Procession participants must not commence proceeding along the prescribed route until 13.30 hours.
• Procession participants must not deviate from the prescribed route specified on the attached map [map B].

Conditions on post-procession assembly:

• Any person participating in the Palestine Solidarity Campaign post-procession assembly must remain within the red shaded area on the attached map [map 1].
• The assembly must conclude by 17:00 hours or 30 minutes after the conclusion of the speeches, whichever is earlier [map 1].
• Any person participating in the Palestine Solidarity Campaign on Saturday 7, September 2024 must not enter the area shaded in blue on the attached map [map 2].
