Umair Rafiq, 35 (21.12.88) of no fixed address was arrested on Sunday, 12 May, He will appear in custody at Croydon Magistrates' Court on Monday, 13 May, charged with Jack’s murder.
The teenagers, both 17, were arrested in the Ashford area of Kent on Friday 10 May on suspicion of attempted murder and possession of a firearm with intent to endanger life.
Police were called by LAS at 12:56hrs on Sunday, 12 May to Staines Road, junction with Martindale Road, Hounslow, following reports of a collision involving a motorcyclist and a number of vehicles.
The man charged has been remanded to appear at the Old Bailey on Tuesday, 14 May.
The victim has been identified as Oleg Sloboda, a Ukranian national living in Chingford.
Enquiries continue to establish circumstances. Anyone with information or footage is asked to call police.
An officer who resigned from the Met would have been dismissed if still serving, a misconduct hearing concludes.
Detectives believe the victim had been shot on the Westbury Estate, St Rule Street SW8
